Take one of those net bags used for laundry, sports equipment, or toys. Blow up balloons, put in the net bag, and tape (using painters tape) to the ceiling or wall. You can also use one of those stroller mosquito nets. Do a countdown to New Years (which will be earlier since we're talking about little kids), and then rip the tape off and let the balloons fly.
Birthday Candles for the New Year
Get the number birthday candles for the new year and place on a frosted cake. Countdown 10 - 9 - 8 - 7 - 6 - 5 - 4 - 3 - 2 - 1 and then have the kids blow out the candles.
Bubble Wrap Firecrackers
Purchase some bubble wrap (the kind with the big bubbles) from a UPS/mailing center. Have the kids jump up and down, popping the bubbles to make their own "fire crackers".
